Flavia Caforio 06b89233b8 workflows: fix update actions to v4 
Starting January 30th, 2025, GitHub Actions customers will no
longer be able to use v3. It is necessary to update to v4 to make
the workflows work.
As a consequence duplicated jobs are removed.
