Sarvesh Bodakhe 390a2772d9 fix(wifi): cipher names, uninstalled IGTK, IE parser bounds (249f0888) ...

Backport to release/v5.5 of three master changes.

Print string names (CCMP, TKIP, GCM, CMAC128, ...) instead of raw
IEEE80211_CIPHER_* values in the RSN/WPA scan and connect logs.

Reject protected group management frames that name an IGTK slot which
was never installed, since an untouched slot is all zeros and a forged
broadcast Deauth/Disassoc then passed BIP. Clear the STA IGTK slots on
disconnect and on a new association so a stale key cannot be reused,
and warn once per association when PMF is on but the AP installed no
IGTK. Fix the BIP replay counter (IPN) byte order on station receive
and softAP transmit to match IEEE 802.11-2020.

Skip station and softAP information elements that are shorter than the
fields they announce: HE Capabilities, HE Operation, Spatial Reuse, MU
EDCA, UORA, BSS Color Change, TWT, Extended Capabilities and OBSS Scan
Parameters. A HE Capabilities element with truncated PPE Thresholds is
dropped and the peer is treated as non-HE. Read PPE thresholds after the
full HE-MCS set, including when 160 or 80+80 MHz is supported.
