Sajia b70c05f729 fix(scan): fix OWE transition scan issues (e43df4f6) ...

- Parse the beacon SSID as a raw element instead of casting it to
  struct ieee80211_ssid, which read the EID byte as the length
- Zero pad owe_ssid before the copy so a shorter SSID leaves no
  stale NVS bytes in the tail
- Skip the pinned BSSID check for validated OWE transition beacons,
  which can only ever match one half of the pair
- Limit OWE transition handling to connect scans so app scans keep
  the normal filtering path
