Subject: [PATCH] [ci] fix coverage upload in otns workflow (#13348)

- Replace deprecated 'upload_codecov' with 'combine_coverage'
  in 'otns.yml'.
- Use 'codecov/codecov-action' to upload coverage in 'otns.yml',
  ensuring consistency with other workflows (e.g. simulation.yml).
