[continuous-integration] enable BORDER_ROUTING in some of build scripts (#7321)

This commit enables `OT_BORDER_ROUTING` feature in some of the
build scripts (e.g., `script/check-scan-build` or `make-pretty`) so
that it is covered by github actions workflow CI.
