* - Add support for MGMT_COMMISSIONER_GET and MGMT_COMMISSIONER_SET
- Add CLI for sending this two commands

* - Move MGMT_COMMISSIONER_GET and MGMT_COMMISSIONER_SET to MeshCoP::commissioner
