[network-data] fix how the OnMeshPrefixConfig structs are compared (#4312)

This commit ensures the entire struct size is used when comparing
two `OnMeshPrefixConfig` (`otBorderRouterConfig`) instances from
`NetworkData::ContainsOnMeshPrefixes()` method.
