[csl] simplify SubMac::SetCslParams() (#13530)

Browse Source 
This commit simplifies `SubMac::SetCslParams()` by setting `mCslChannel`
directly and using a single `VerifyOrExit` check to detect if `mCslPeriod`
or `mCslPeerShort` changed, removing redundant temporary variables and
checks.
