This commit centralizes hardcoded timeouts, polling intervals, buffer
size, and the simulation host in `tools/tcat_ble_client/constants.py`
and replaces numeric literals across `bbtc.py`, `ble/ble_stream.py`,
`ble/ble_stream_secure.py`, and `cli/base_commands.py` with named
constants.
