fix: disable kv cache reuse when minimum window size is reached, instead of maximum window size (#2983) 
* fix variable window size reuse - disable when *min attention window* starts sliding, not max

* isPreCyclic -> isCyclic, and invert logic, for clarity

* getDecoderState()
