nimble/ll: Add support for sync transfer reception

Add support for required HCI commands/events and LL PDUs.
Can be enabled only if version 5.1 or greater is enabled.
Enabling sync transfer also enables DLE as LL_PERIODIC_SYNC_IND is
35 bytes long.
