Fixed incorrect Tx power level mappings for ESP3C3 chip

1. differentiate power level from API "ble_txpwr_set" and power index used internally
2. add hardware target code to sdkconfig, and use different power level mappings for FPGA and CHIP
3. implement API: ble_txpwr_get and ble_txpwr_set
