ncp/spinel: Make spinel implementation more portable to different platforms (#1854)
To make spinel source code more portable, this commit allows the platform to specify a separate header file for including platform-specific headers. This is performed by setting `SPINEL_PLATFORM_HEADER` to point to the platform header to use. (Note: must be quoted) The platform header file should include the following standard headers (or their equivalent on the platform): #include <stdarg.h> #include <stdbool.h> #include <stdint.h> #include <stdio.h> #include <stdlib.h> #include <string.h> This commit also adds OpenThread specific "spienl_platform.h".
