[thread-cert] run LowPower cert tests for OTBR Posix (#7683)

This commit runs LowPower cert test cases for OTBR Posix (Docker).

Tests include:
- v1_2_LowPower_5_3_01_SSEDAttachment.py
- v1_2_LowPower_7_1_01_SingleProbeLinkMetricsWithEnhancedAcks.py
- v1_2_LowPower_7_2_01_ForwardTrackingSeries.py

Note: OTBR Posix plays FTD DUT roles .
