[config] move LOG_OUTPUT definition close to other log related options (#2202)
This commit re-arranges some of the OpenThread configuration definitions in `openthread-core-default-config.h` such that all the log related options are close to each other. It also moves the verification of debug uart dependency into the `logging.cpp` file
