[link-metrics] update link metrics callback parameter (#9343)
This commit updates the type of parameter `status` in `otLinkMetricsReportCallback` and `otLinkMetricsMgmtResponseCallback` from `uint8_t` to `otLinkMetricsStatus` for better readability.
