[toranj] add new test script for insecure traffic exchange (during join) (#2696)
This commit adds a new test-script in `toranj` to test the insecure traffic exchange (during partial join). The test covers the following functionalities: - Using specific insecure port through wpantund `permit-join` - `wpantund` keeping track of insecure traffic flow (source address/port) and sending replies insecurely. - `wpantund` switching to secure mode after receiving a secure message from a source.
