[toranj] enable OTNS in posix build instead of simulation (#13622)

This commit updates Toranj configurations to enable OTNS on the POSIX
platform build instead of the simulation platform build.

The simulation platform config is used when running Toranj tests
(CLI/NCP) and unit tests. Disabling OTNS there prevents verbose OTNS
status logs from polluting test outputs. Enabling it in the POSIX
config ensures OTNS compilation continues to be validated in CI
(under `toranj-build-posix`).
