[github-actions] move network dependencies to Bootstrap and add retry (#13776)
Move remaining external downloads, git clones/fetches, pip installs, and Docker image builds from Build/Run steps into Bootstrap across workflows, and wrap all Bootstrap steps with script/retry to mitigate transient network flakes.
