[cmake] use lightweight tags in ot_git_version git describe (#13777)

ot_git_version() runs git describe with --tags so lightweight
release tags (e.g. v2026.10.0) are used for OT_PACKAGE_VERSION
in ot-cli, ot-daemon, and other PACKAGE_VERSION consumers.
