[meshcop-tlvs] fix kRevMask in VendorStackVersionTlv (#13547)

This commit fixes a bug in `VendorStackVersionTlv` where `kRevMask` was
incorrectly defined using `kBuildOffset` instead of `kRevOffset`,
causing the Revision field bitmask to be shifted incorrectly.
