[uptime] enable uptime by default on posix and simulation (#7052)

This commit enables OPENTHREAD_CONFIG_UPTIME_ENABLE and
OPENTHREAD_CONFIG_LOG_PREPEND_UPTIME by default on posix and
simulation platforms.
